Stein Buer, Executive Director, Sacramento Area Flood Control Agency

 

Stein Buer has served as Executive Director for the Sacramento Area Flood Control Agency since July, 2004.

Prior to his appointment with SAFCA, Stein has devoted his 30-year professional career to water resources engineering, with an emphasis on flood management. 

From November of 2000 through June of 2004 he served as Chief of the Division of Flood Management with DWR, overseeing State participation in flood control project maintenance, flood operations, floodplain management, and capital outlay projects.

From 1988 through 2000, he participated in Delta planning and management activities, including 3-1/2 years with the CALFED Bay-Delta Program.

Earlier assignments included 8 years with DWR's water supply and flood forecasting programs, 2-1/2 years as a consulting engineer, 3 years conducting snow hydrology research with U.C. Davis, and a 6-month stint with the Regional Water Quality Control Board.

Stein holds a Bachelor of Science degree in Zoology and a Master of Science in Civil Engineering from U.C. Davis. 

He has lived in Sacramento since 1962.  He and his wife, Noelle, have three children, ages 10, 21, and 25.
